“Entropy – Islands in chaos”  a concept introduced by Norbert Wiener. It describes the idea that there can be areas or “islands” of order or structure within an otherwise chaotic system. Wiener used this term to illustrate that even in systems striving for maximum entropy (disorder), such as closed systems, regions of organization and structure can exist. These “islands” can be created and maintained through processes of self-organization, information, or communication.
The concept is not transferable 1:1 to Tokyo, but there are parallels.
